Concept for prophylaxis

The agreement according to Article 15a B-VG about the organisation and financing of the health care system in Austria, which entered into force in 2005, foresees in accordance with Article 28 the promotion of prophylaxis programmes and treatment measures with nation-wide significance. In addition to topics mentioned as example, possibilities for financing do also exist for projects in other areas but a framework as regard to topics as well as allocation of funds has been missing.

Thus, the ÖBIG was contracted to develop a concept for orientation in the field of prophylaxis meas-uresInformation and materials were analysed based on a literature and web search on all four areas and com-plemented by interviews with relevant experts in the field. In order to ensure the involvement of the health ministry, the provinces as well as the sickness funds as relevant actors in this field, a working group was set up to discuss and agree – with integration of scientific experts – the central elements of the concepts prepared by the ÖBIG.

The elaborated concept includes a definition of prophylaxis measures to be covered, a catalogue of relevant selection criteria, thematic priorities and guidelines for allocation and application of funds.
