Youth and drugs: Problems and Needs for Prevention (2001)

The study was commissioned by the Department for Youth Policy of the Federal Ministry of Social Security and Generations. The analysis focussed on protective factors against and risk factors for problematic drug use amongst young people. In addition, the needs and requirements for target group specific prevention were studied.

The most relevant result of the project is the recommendation to focus on "integrative" offers in the field of youth work (outside school) in order to respond to the existing gaps as regard to services for young people at risk. In this context, the main objective is to perceive these young persons first of all as "adolescents" with a "bunch" of age specific as well as individual aspects and life conditions (as well as partly problems) and not isolated as drug users. Based on the "principle of integration" youth services and welfare should have a central role and responsibility for co-ordination as regard to prevention as well as drug specific measures.

In the follow-up project The role of the youth work outside school as regard to young people at risk proposals for the concrete implementation of these recommendations were elaborated during 2002.
