Quality of processes and structures

Metaguideline

We are preparing a metaguideline for federal quality guidelines. The metaguideline approach also supplies an evidence-based method for developing guidelines in general.

The Act on Health Care Quality provides that federal quality guidelines and directives be laid down that describe and define the processes of health care service provision. These federal guidelines not only describe the processes of care provision in the case of specific chronic diseases but also deal with organisational problems of care provision for patients across different sectors in the health care system. They define standards in order to improve and ensure high quality levels of care. Federal quality guidelines integrate rather than replace medical guidelines.

As coordinated standards of assured quality have not been available so far, federal quality principles for efficient and effective care services across sectors for specific groups of patients will be laid down. The corresponding activities take place in working groups on quality guidelines, where all relevant stakeholders, including professional societies, the most important health care professions as well as patients, are all represented. The basis of work is an analysis of existing national and international evidence. After review by the experts, the federal quality guidelines will be presented to a greater expert audience, and a consensus procedure will be initiated.
